This initiative seeks to regulate the activity of manufacturing blank number plates and embosing of regisration marks on blank plates in Zambia. The Regulation seeks to provide a regulatory framework for the manufacture of blank number plates and embossing of registration marks and numbers.The activities to be regulated are twofold, namely the manufacture of blank number plates, and the embossing of registration marks and numbers on blank plates. The industry in Zambia is dominated by businesses and entities that press (emboss) registration marks on blank plates, which in common usage is referred to as number plate manufacturing. However, there is a difference between manufacturing blank plates and embossing registration marks and numbers on blank plates
