PROPOSED REGISTRATION OF CONSTRUCTION PROJECTS REGULATIONS

Summary

  • Problem Statement
    The construction industry in Zambia has faced many challenges which include the following:
    i. Poor implemention of construction projects,
    ii. Poor feasibility studies and design specifications by consultants,
    iii. Failure to comply with technical specifications and quality requirements by contractors,
    iv. Failure to meet contractual obligations by the parties,
    v. poor project management approach,
    vi. Inadequate supervision and poor monitoring and evaluation (M&E),
    vii. The high cost of monitoring and compliance inspections and activities for ongoing projects is a hinderance for the NCC,
    viii. Project abandonment,
    ix. Time and cost overruns on numerous projects,
    x. Professional misconduct and corrupt practices,
    xi. Failure to disclose project information contract details to authorities to facilitate effective monitoring and management,
    xii. Failure to comply with the requirements for project registration.

    The NCC, therefore, seeks to address the above challenges by introducing revised regulations through the Statutory Instrument for the Registration of Projects under the new NCC Act No. 10 of 2020.

    The Council invites comments on the proposed regulations. the draft regulations are attached in the 'Support documents' of this notification.
